Ukraine has launched the “Patient Cabinet” for online doctor registration and personal info updates

Ukraine has launched the digital platform “Patient Cabinet”, which allows users to register a doctor’s declaration online and update their personal information, the Ministry of Health (MoH) reported.

The beta testing phase has ended, and the platform is now fully operational. Users can:

  • View and update their personal information in the electronic health system;
  • Access current and previous declarations with doctors;
  • Find a doctor and submit declarations online without visiting a medical facility;
  • Manage access permissions for electronic cabinets authorized to process the patient’s personal data.

The MoH noted that, for now, the electronic cabinet does not provide access to medical records, such as test results, prescriptions, or diagnoses, but this feature will be added soon.

The new functionality is available through state-developed e-cabinets (e-Cabinet of the national ESOS system) and private platforms such as Health24 or Helsi. The MoH emphasized that private platforms may offer additional features.

The cabinet is available to all adult Ukrainians. Teenagers aged 14–18 with their own digital signature can access their cabinet and view their data independently, but they can submit declarations or change personal information only if they have confirmed legal capacity and the necessary documents.
