Verkhovna Rada of Ukraine on Thursday, April 9, adopted in the second reading and as a whole a bill simplifying the process of confirming employment history for pension eligibility, according to the parliament’s press service.
The law introduces amendments to the legislation on compulsory state pension insurance. The initiative to simplify the confirmation of insurance record was backed by 242 MPs. According to bill No. 13705, Ukrainians whose employment archives were destroyed or remain in temporarily occupied territories will be able to confirm their work record using data from state electronic registers and information systems.
The law aims to improve legal mechanisms for confirming insurance records and to simplify procedures for granting and recalculating pensions for individuals who lack the necessary documents due to lost archives, company liquidation, or temporary occupation.
The document also obliges the Pension Fund of Ukraine to inform individuals if required data is missing from public electronic registers, and to explain the procedure for confirming employment history, including through the courts.
It also allows periods of work to be counted toward pension eligibility even if social contributions were not paid, provided the employer submitted the required reports and has outstanding contribution debts.
If a person does not have a work record book or relevant entries, employment history can be established based on:
- available documents confirming periods of work
- testimony of at least two witnesses who worked with the applicant
- a court decision confirming the period and nature of employment
Previously, questions were raised on how pensioners could confirm their employment history if documents remained in temporarily occupied territories.
