Ukraine’s Pension Fund has explained when internally displaced persons (IDPs) can have their monthly housing assistance suspended.
The rules are set out in Cabinet Resolution No. 332 of March 20, 2022, as amended in 2023. Eligibility for continued payments is subject to verification using state databases and financial information.
When payments may be stopped
The Pension Fund said IDP housing assistance may be discontinued if, while receiving the benefit, a person:
- buys a vehicle that is less than five years old, except for mopeds and trailers;
- makes a purchase worth more than UAH 100,000, including real estate, land, securities or other financial instruments;
- keeps more than UAH 100,000 in bank deposits, excluding one-time state payments;
- purchases foreign currency or bank metals worth more than UAH 100,000 in total;
- owns residential property located in territory not included in the official list of areas where hostilities or occupation are ongoing;
- is fully supported by the state, including while staying in a state institution or prison;
- remains abroad for more than 30 consecutive days or more than 60 days in total while receiving the assistance.
The Pension Fund noted that if verification identifies a violation of the eligibility criteria, the recipient can be informed that payments will not be continued.
Those who disagree with the decision may submit documents confirming their eligibility to a Pension Fund office or a local administrative services center, including by post or electronically.
