Changes to the International Register of Damage: displaced persons now eligible

The International Register of Damage has announced the launch of a new compensation category, A1.2, bringing the total number of claim categories to 14. The new category applies to anyone forced to leave Ukraine on or after February 24, 2022. To seek compensation, applicants must submit their claims through the Diia portal, according to the Ministry of Foreign Affairs of Ukraine.

All submitted applications will be forwarded for consideration to a future international compensation commission, whose creation became possible after the signing of a dedicated convention. Filing is available exclusively online via Diia, a measure intended to simplify access for displaced persons.

In December 2025, Foreign Minister Andrii Sybiha signed the convention establishing the commission. The document was endorsed by 35 countries and the European Union within the institutional framework of the Council of Europe, underscoring broad international backing for efforts to compensate damage caused by the war.
