Ukraine’s government has approved the construction of a modern technological complex for producing nuclear fuel assemblies for the country’s nuclear power plants.
The project will be implemented by Energoatom in cooperation with Westinghouse Electric Company. The facility is planned within the South Ukraine urban territorial community in Mykolaiv region.
According to the Cabinet of Ministers of Ukraine, Energoatom will be responsible for the design and construction of the nuclear installation for manufacturing fuel assemblies.
The company emphasized that the project is a key step toward Ukraine’s energy independence, as switching to domestically produced fuel using Westinghouse technology will strengthen the security of nuclear fuel supplies. Westinghouse has already assessed and preliminarily qualified Energoatom’s production lines for assembling fuel components.
Project status
Environmental impact assessments have been completed, and a feasibility study has been developed. The documentation has passed state экспертиза, confirming the project’s viability and safety. The initiative also received support from the local community in September 2025.
The next этап will involve developing detailed project documentation and undergoing comprehensive state review procedures.
Broader nuclear plans
Separately, Energoatom has signed an agreement with Holtec International to build up to 20 small modular reactor (SMR) units in Ukraine, specifically the SMR-160 design.
These reactors are intended to have a capacity of 160 MW and use low-enriched uranium, with potential applications including industrial heat production and hydrogen generation. However, some experts have raised concerns about their economic viability, environmental impact, and lack of full certification.
