Ukraine recorded a slowdown in inflation in October, with the annual rate easing to 10.9%, down from 11.9% in September. Despite this, household utility bills continue to rise.
According to the State Statistics Service, utility tariffs increased by an average of 2.4% between October 2024 and October 2025. The biggest price hikes were recorded in:
Management of multi-apartment buildings: +12.1% year-on-year, +14% in 2025 alone
Waste collection: +6.7% year-on-year, +9% in 2025
Housing maintenance and repairs: +3.1% year-on-year, +3.5% in 2025
Water supply: +0.7% (steady in both periods)
Sewage services: +0.6% (no change in the rate of increase)
What remains unchanged
Tariffs for electricity, natural gas, hot water, and heating did not change over the past year. However, electricity remains significantly more expensive than last year, with an annual increase of 24.1%.
Why Ukrainians should keep their utility payment receipts
Experts advise households not to discard utility payment receipts too quickly. Lawyers stress that these documents should be kept for at least five years. Although the statute of limitations for disputes with service providers is three years, legal proceedings can take much longer.
Keeping receipts provides an additional layer of protection, allowing consumers to confirm payments and avoid complications in case of disputes. While regulations do not specify an exact retention period, long-term storage of such documents often proves crucial in court cases.
As a reminder, starting 1 December 2025, Ukrainians will continue paying the current ₴7.96 per cubic meter gas tariff. Naftogaz stated that this price remains unchanged thanks to the extension of the “Fixed” tariff plan through 30 April 2026, made possible by the government’s price-freeze moratorium.
