As a result of a special operation by the Main Directorate of Intelligence of the Ministry of Defense of Ukraine (GUR) on October 31, 2025, three lines of a critical Russian military facility—the "Koltsevoy" oil product pipeline, which supplied the Russian army with resources for its war against Ukraine—were put out of service, the GUR press service reports.
The operation took place in the Ramensky District of Moscow Oblast. All three lines transporting gasoline, diesel, and aviation fuel were damaged simultaneously, despite the presence of anti-drone systems and militarized security.
“The Koltsevoy main oil product pipeline is 400 kilometers long. Fuel transported through the pipeline came from the Ryazan, Nizhny Novgorod, and Moscow refineries. Annually, Koltsevoy could transport up to 3 million tons of aviation fuel, 2.8 million tons of diesel, and 1.6 million tons of gasoline,” the agency reported on Saturday morning via its Telegram channel.
GUR Chief Kyrylo Budanov stated: “In reality, our strikes had more impact than sanctions. It’s just a mathematical truth. Our direct actions caused far greater damage to Russia than any economic levers that have been applied to them so far.”
The agency noted that the operation dealt a serious blow to the military capabilities and economy of the aggressor state, particularly in the Moscow region.
