Ukraine has taken its first step toward re-equipping its air force after France confirmed a broad defense cooperation roadmap that includes Rafale fighter jets, advanced air defense systems, and licensed weapons production in Ukraine.
Under the agreement, Ukraine has officially ordered its first 16 Rafale multirole fighters as part of a previously agreed plan to acquire up to 100 aircraft. Training for Ukrainian pilots and ground crews could begin in 2026, with the first four jets to be delivered after training is completed.
France will also provide a weapons package including MICA and Meteor air-to-air missiles, AASM Hammer guided bombs, laser-guided counter-drone missiles, and other air-to-air and air-to-ground munitions.
By the end of 2026, France will authorize licensed production of AASM Hammer bombs and SCALP cruise missiles in Ukraine.
The agreement also strengthens Ukraine's air defense. Kyiv has ordered four SAMP/T NG air and missile defense systems and will become the first country to deploy them in combat. France will temporarily supply two SAMP/T systems before the new-generation batteries are delivered.
France will also deploy a GF300 radar in Ukraine by the end of 2026, while five GM400 radars are scheduled for delivery by the end of 2027. France and Italy will accelerate deliveries of Aster 30 interceptor missiles and authorize their licensed production in Ukraine.
Paris also pledged to support the development of Ukraine's FREYJA ballistic missile interceptor program in cooperation with French defense companies.
The announcement follows the launch of the Integrated Anti-Ballistic Coalition in Paris, where ten European countries agreed to jointly develop next-generation missile defense capabilities.
