Two Kyiv patrol police officers served suspicion notices after shooting incident

Two officers of the Kyiv patrol police have been officially notified of suspicion following the April 18 shooting incident in the capital.

According to a Telegram post by Prosecutor General Ruslan Kravchenko, the decision was made after a meeting with prosecutors and a review of video footage from the scene.

What investigators found

The patrol unit reportedly arrived at the scene of an active shooting and found several injured civilians, including a child, a man, and a woman.

Despite having service weapons and legal grounds to use them, the officers did not stop the attacker and left the scene. As a result, the armed suspect was able to continue moving through the street and shooting at passersby.

Casualties

According to official data, six people were killed between 16:35 and 18:00 on April 18 in Kyiv. Later, another victim died in hospital, bringing the total death toll to seven.

The officers are being investigated under Part 3 of Article 367 of the Criminal Code of Ukraine (official negligence causing grave consequences).

Background

A video circulated online on April 19 showing two patrol officers leaving the scene after hearing gunshots. Following this, the Minister of Internal Affairs ordered an internal investigation, and criminal proceedings were opened.

The head of the Kyiv Patrol Police Department later resigned.
