Ukraine joins EU roaming zone: what benefits it brings

As of January 1, 2026, Ukraine has officially joined the European Union’s “Roam like at Home” (RLAH) zone. Ukrainian mobile subscribers can now use calls, SMS, and mobile internet across all 27 EU member states without additional roaming fees.

This was announced by the National Commission for State Regulation of Communications, Radio Frequency Spectrum, and Postal Services.

“From now on, calls, SMS, and mobile internet for Ukrainians in EU countries are available at domestic rates. Similarly, EU citizens traveling to Ukraine will enjoy the same conditions. This ensures uninterrupted communication for citizens, families, students, workers, and businesses on both sides. For Ukraine, this is a prime example of successful sectoral integration into the EU Digital Single Market and an unprecedented mutual application of the internal market roaming rules between Ukraine and the EU,” the commission said.

Ukraine is the first country outside the EU and the European Economic Area to be approved for full membership in the EU’s RLAH zone. This grants Ukraine all the benefits of unified EU roaming rules, including:

  • Stability
  • Transparency
  • Enhanced consumer protection

The regulator also confirmed that access to emergency services will remain free throughout the Ukraine–EU roaming zone.

“Full integration of Ukraine into the EU RLAH zone is a powerful symbol of European solidarity and practical integration of Ukraine into the EU digital space,” the commission added.

Previously, the Ministry of Digital Transformation noted that even during extended power outages, users can stay connected efficiently. When contacting family or emergency services and the network is down, national roaming is the fastest solution.
