More than 136,000 Ukrainians took part in voting on the name of the national LLM and chose the winner — “Syayvo.”

This was reported by the Ministry of Digital Transformation of Ukraine, as well as in a post by Deputy Minister of Digital Transformation Valeriia Koval.

“Syayvo is the first national large language model being developed by the Ministry of Digital Transformation together with Kyivstar. It will be used in government services, business, education, and defense, helping to process data faster, automate processes, and serve as a foundation for new digital products,” the ministry said.

It is noted that 10 names made it to the final, with the main selection criteria being uniqueness, originality, and no copyright violations. “Syayvo” received the highest number of votes — 22,538. Koval added that open beta testing is planned for the end of spring.

Background

Earlier, the Ministry of Digital Transformation reported that a Ukrainian team, together with Kyivstar, is working on creating its own large language model — an AI system that will form the basis for future digital services.

The model is expected to better understand the Ukrainian context, including language specifics, dialects, and history.

What is known about the LLM

In January 2026, it was reported that Ukraine is launching an AI system capable of understanding the Ukrainian language and cultural specifics, with the goal of becoming one of the top three countries globally in AI development.

The technical partner of the project is Kyivstar, which is financing the development before transferring the model to the state. It was also reported that the model is being trained using Gemma by Google.
