The ambassador said that the document contained many points with ambiguous interpretations. During negotiations in Geneva regarding the “Trump peace plan,” the section on “full amnesty for all parties” was removed from the document, Ukraine’s ambassador to the U.S., Olha Stefanishyna, told DW.

“Several agreements were reached. Some points we can confirm, while others require further discussion with the Europeans. For example, there was a lot of speculation regarding amnesty, and I can state unequivocally that it is not included in these 19 points. This point is absent because it is extremely controversial and concerns the issue of justice,” she said. According to her, the Russians inserted traps in the points in a way that could allow for misinterpretation or double interpretation.

The ambassador also stressed that the negotiations are “not finished,” referring both to the Ukrainian team heading to Moscow and Driscoll’s visit to Ukraine.

She described Driscoll as a person with a “very strong moral compass” for the task at hand. In the originally proposed 28-point Trump peace plan, there was a section on amnesty for all parties involved in wartime actions, which would have excluded the possibility of legal claims. As emphasized by international law expert and former Deputy Prosecutor General of Ukraine Gyunduz Mamedov, adopting such a provision would have cemented impunity for Russia for its crimes in Ukraine and undermined the foundations of the international legal order.
