The Ukrainian government did not include Kyiv’s energy resilience plan in the national budget for municipal support, Mayor Vitaliy Klitschko reported on his Telegram channel following a National Security and Defense Council (NSDC) meeting.
According to Klitschko, the city’s plan requires not only financial and legislative backing from the state but also engagement from relevant government agencies. However, during the meeting, Kyiv was told that no assistance would be provided for now.
"Unfortunately, today we were informed that Kyiv will not receive support at this time, because the government did not include the capital in the national budget for municipal resilience plans," Klitschko stated. He emphasized that Kyiv submitted proposals on time to the Ministry for Communities and Territories Development and involved top industry experts in drafting the plan. The mayor described the decision as politically motivated, pointing to what he called a “special attitude” toward Kyiv.
Klitschko added that the city authorities are now urgently evaluating alternative approaches to adjust and implement the resilience plans under these circumstances. He also noted that in other cities, plans were signed by heads of military administrations, whereas Kyiv’s plan must be signed by the mayor—after approval by the city council.
Previously, the NSDC approved “resilience plans” for all regional centers and oblasts except Kyiv. Meanwhile, President Volodymyr Zelensky proposed involving former Vice Prime Minister Oleksandr Kubrakov to help prepare Kyiv’s energy infrastructure for the next winter. Zelensky stressed that the state is ready to provide maximum support if the mayor agrees to cooperate.
