Russian President Vladimir Putin told US envoy Steve Witkoff that Moscow was prepared to resume trilateral negotiations with Washington and Kyiv in mid-November, according to Kremlin aide Yuri Ushakov.
Ushakov said the possibility of restarting talks involving Russia, Ukraine and the United States was discussed in detail during Putin’s meeting with Witkoff.
According to Ushakov, the sides had initially intended to resume negotiations after Russia’s State Duma elections, but Ukraine allegedly disrupted those plans with what he described as “massive” strikes on Moscow and other cities on the main voting day.
“Our president informed Steve Witkoff that we are, in principle, ready to resume the aforementioned trilateral negotiations in the 10s of November, focusing on the main issue. This issue concerns establishing a security system for Russia and Ukraine after the conflict ends,” Ushakov said.
Putin’s aide added that Witkoff assured him the proposal would be “welcomed with great satisfaction” by US President Donald Trump.
Witkoff met Putin on October 21 for his ninth visit to the Russian leader to discuss a possible settlement of Russia’s war against Ukraine. The visit came a day after Witkoff met Ukrainian President Volodymyr Zelenskyy in Oslo, where the US envoy was expected to receive new ideas for a peace settlement to present to the Kremlin.
So far, there has been no clear sign of progress. Russia has not indicated a willingness to make concessions and continues to reject ceasefire proposals.
