Trilateral talks on a settlement to the war in Ukraine are planned for the first half of November in Abu Dhabi, Kremlin spokesperson Dmitry Peskov said.
Peskov said the possible participation of a special European Union envoy would “depend on the position Brussels takes.”
He also said that “a comprehensive settlement of the war is impossible without discussing the security concerns of both Russia and Ukraine.”
Peskov provided no further details about the planned meeting.

On October 20, Ukrainian President Volodymyr Zelenskyy met US special envoy Steve Witkoff in Oslo. Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb also took part in the talks.
The following day, Witkoff traveled to St. Petersburg to meet Russian President Vladimir Putin. Kremlin envoy Kirill Dmitriev also attended the meeting.
Witkoff said he had brought Putin documents outlining proposed approaches to ending the war. After the talks, Putin’s aide Yuri Ushakov claimed that efforts to end the conflict were nearing a breakthrough.
Axios, citing sources, reported that Ukraine and Russia had agreed to resume trilateral negotiations involving the United States following the contacts in Oslo and St. Petersburg.
However, a source cited by RBC-Ukraine said Kyiv considers an energy ceasefire unlikely to emerge from the latest contacts. Ukraine instead views the resumption of delegation-level talks and a possible agreement on de-escalation measures as potential achievements.
The source added that, ahead of the November 3 US congressional elections, the main political outcome could be the revival of the negotiation process, while positive results on humanitarian issues might come sooner.
Ukraine also wants European partners to participate in the next meeting alongside representatives of Ukraine, the United States and Russia.
Western media have reported that US President Donald Trump hopes to secure a peace agreement between Ukraine and Russia at the G20 summit scheduled for December in Florida. Reports suggest Kyiv could face significant pressure during the negotiations.
