The government is preparing a one-time payment of 6,500 UAH for Ukrainians who are most in need of support.
Minister of Social Policy, Family and Unity of Ukraine Denys Ulyutin announced this during a briefing with journalists.
The payment will be provided to the following groups:
children under guardianship or custody;
children with disabilities, as well as children in foster families and family-type orphanages (including those with disabilities);
internally displaced persons with Group I disability;
children from low-income families under 18;
single pensioners who receive a caregiving allowance.
Funds will be transferred to a bank account with a special spending mode or to a Diia Card. They can be used within 180 days of receipt to purchase clothing, footwear, medicines, or vitamins.
“We are allocating 4.4 billion UAH from the state budget. We expect more than 660,000 people to receive assistance under this program,” Ulyutin said.
Winter support program
President Volodymyr Zelenskyy instructed the government to develop and launch a comprehensive “winter support” program, set to begin in December.
“I tasked the Cabinet of Ministers to finalize the program and present details by November 15, so Ukrainians can start receiving assistance this year,” Zelenskyy said in a video address.
Prime Minister Yuliia Svyrydenko noted that key directions and elements of the program have already been defined.
According to Ulyutin, Ukrainians will be eligible to receive from 1,000 to 6,500 UAH, depending on the category and needs.
The 2026 state budget provides 14.4 billion UAH for winter support programs, which are expected to benefit more than 15 million citizens.
