Ukraine to compensate citizens with homes in occupied areas with 2 million hryvnias

However, certain criteria must be met to receive compensation for lost property.

Ukrainians whose homes remain in Russian-occupied territories will be eligible for 2 million hryvnias toward new housing, the Ministry for Communities, Territories and Infrastructure Development announced on Telegram.

A compensation voucher will be available to those who:

  • do not own any other housing in government-controlled territory;
  • have not previously received state support for purchasing a home;
  • hold verified IDP status.

Applications via the Diia app will open on 1 December, with administrative service centers (CNAPs) to follow.

Earlier reports indicated that approximately 2.5 million households across Ukraine have been affected by Russian strikes. However, only 986,000 reports have been submitted to the Register of Damaged and Destroyed Property, and more than 425,000 lack verified data from the State Register of Property Rights. As a result, these individuals will be unable to receive compensation for their lost homes.
