From November 1, Ukraine has implemented a new system for processing military mobilization deferments. Already, 720,000 deferments under the new rules have been automatically extended.
This was reported by Ukraine’s Minister of Defense, Denys Shmyhal.
He noted that over 720,000 deferments were extended without any action required from individuals, as all necessary data is available in government registries. Additionally, more than 80% of applications are submitted through the “Rezerv+” app, without the need for documents or in-person visits to military commissariats.
“For those submitting paper applications, the process now goes through CNAP service centers instead of military commissariats. Today alone, CNAPs received nearly 4,000 applications. If possible, use ‘Rezerv+’ — it’s faster and more convenient,” Shmyhal said.
The Ministry of Digital Transformation confirmed these figures. Minister Mykhailo Fedorov emphasized that the online and CNAP deferment system was developed from scratch in just three months.
“Now there’s no need to travel to a commissariat, wait in line, or interact with officials — everything is quick and convenient online or at your nearest CNAP, with zero corruption risk. This is part of a broad reform, and its results are visible from day one,” Fedorov said.
He also confirmed that CNAPs have already processed over 4,000 applications, with more than 80% submitted online via “Rezerv+.” Regarding the deferments, 720,000 people did not have to take any action — the system extended them automatically.
As a reminder, Ukraine changed the rules for obtaining mobilization deferments on November 1. Priority is now given to electronic applications. Military commissariats will no longer accept deferment requests, so submissions must go through the “Rezerv+” app.
