Across all regions of Ukraine, hourly power outage schedules remain in force due to high electricity consumption and renewed Russian attacks on the energy sector, Ukrenergo and the Ministry of Energy reported.
Drone strikes and damage
Following drone attacks on energy facilities, several regions experienced new power outages by the morning.
Odesa Regional Military Administration head Oleh Kiper stated, “The enemy once again carried out a massive attack on civilian infrastructure in Odesa. On the night of October 31, strike drones targeted the region’s energy facilities.” Despite active air defense, one industrial facility was hit, causing a fire that was quickly extinguished by emergency services. No casualties or injuries have been reported.
The Ministry of Energy confirmed that repair and restoration work is underway at damaged energy facilities, with comprehensive measures being taken to ensure the stable operation of the power system.
Outage schedules
Today, from 00:00 to 24:00, hourly power outage schedules and capacity limitation plans for industrial consumers will remain in effect across Ukraine, the Ministry said.
According to Ukrenergo, rolling blackouts will continue throughout the day, with outages ranging from 0.5 to 3 rotation cycles. Updated schedules are available on the official websites of regional distribution system operators.
Electricity consumption
“Electricity consumption remains high,” Ukrenergo noted. As of 6:30 a.m., consumption was 2.8% lower than at the same time the previous day due to the widespread application of restriction measures.
On October 30, daily peak consumption in the evening was 5.2% lower than the previous day, reflecting increased measures to limit usage.
