Starting January 1, 2026, Ukraine has rolled out a national program for early detection of cardiovascular diseases, type 2 diabetes, and mental health issues, called “40+ Health Screening”, Prime Minister Yuliya Svyrydenko announced. The initiative targets all Ukrainian citizens aged 40 and older.
Each eligible citizen receives a personal invitation through the Diia app on the 30th day after their birthday. Upon accepting the invitation, UAH 2,000 is credited to the Diia Card, which can be used exclusively for the health screening. For those not using the app, funds can be accessed via banks or local administrative service centers (CNAPs).
Components of the health screening include:
- Questionnaire and risk assessment: evaluating cardiovascular risk, type 2 diabetes risk, tobacco and alcohol use, anxiety, and depression levels.
- Physical examination: measuring blood pressure (including home or 24-hour monitoring), heart rate and rhythm, body mass, height, BMI, waist circumference, and documenting symptoms.
- Laboratory tests: lipid profile, HbA1c, kidney function tests (creatinine with eGFR, urine albumin/creatinine), and electrolytes (sodium, potassium) as indicated.
- Instrumental examinations: ECG and blood pressure monitoring if required.
- Preventive counseling: lifestyle recommendations on nutrition, physical activity, weight control, smoking cessation, and reducing alcohol intake.
- Referrals: electronic referrals to specialists for further diagnostics and treatment under the state-guaranteed healthcare program.
- Follow-up support: remote monitoring, tracking completion of referrals, and integrating results into the electronic healthcare system.
Screenings can be conducted in public, municipal, or private medical facilities, regardless of a participant’s place of residence. The 2026 state budget allocates UAH 10 billion for this national screening program.
