Ukraine’s Cabinet plans to introduce a one-time payment of ₴6,500 under a new social initiative called “Warm Winter.”

The program, outlined in a draft government resolution, aims to support vulnerable groups during the 2025–2026 winter season — including children from low-income or displaced families, children with disabilities, and elderly people living alone.

More than 660,000 people are expected to receive the payments, totaling ₴4.3 billion from the state budget. Funds will be transferred to special bank accounts or Diia virtual cards and can be used within 180 days.

The previous “Winter eSupport” program in 2024–2025 provided ₴1,000 to 14.4 million Ukrainians, most of which was spent on utility payments.
