Berlin has introduced security level “0,” the highest possible, due to the visit of Ukrainian President Volodymyr Zelenskyy. This level indicates that authorities consider the risk of attacks or assassination attempts to be high, Bild reported.
According to the outlet, Zelenskyy’s visit to Germany could prove “decisive.” A peace summit involving U.S. representatives and the Ukrainian delegation is expected to take place in the German capital. Bild warned Berlin residents to avoid the government district on Monday, as the area will be sealed off. Traffic disruptions and suspensions of urban rail services are expected.
Journalists recalled that during Zelenskyy’s previous visit to Berlin in August, emergency security measures were also implemented. At that time, snipers were deployed on buildings and helicopters, bomb-sniffing dogs were used, police boats patrolled the river, and roads throughout the government and parliamentary quarters were closed.
Zelenskyy has already arrived in Berlin, along with U.S. representatives Steve Witkoff and Jared Kushner. The Ukrainian president said preparations for meetings are underway and noted that there are “many important details” to be addressed.
“The key is that all steps we agree on with our partners work in practice to ensure guaranteed security. Only reliable guarantees can secure peace. We expect our partners to continue constructive cooperation,” Zelenskyy said.
Russia, meanwhile, continues to insist on the withdrawal of Ukrainian forces from the entire Donbas region as a condition for a ceasefire. This demand was included in the U.S. peace plan. According to media reports, Ukraine has submitted its own version of the plan to Washington, which предусматриes maintaining Ukrainian control over all its territories. The New York Times noted that such a proposal is almost certain to be unacceptable to Moscow.
