Ukraine’s allies will meet in Paris on Tuesday to define as clearly as possible their contribution to future security guarantees for Kyiv in the event of a ceasefire with Russia, Reuters reports.
The talks are expected to reassure Ukraine and lay the groundwork for political decisions should hostilities be paused. President Volodymyr Zelenskyy is set to be joined by more than 27 world leaders, along with senior U.S. negotiators — President Donald Trump’s special envoy Steve Witkoff and adviser Jared Kushner.
The meeting is part of broader efforts to forge a common position among Ukraine, Europe and the United States that could later be presented to Russia.
According to Reuters, negotiations to end the nearly four-year war have accelerated since November, but progress remains limited. Territorial issues remain a key obstacle, while fighting continues.
Ahead of the summit, military officials — including Ukraine’s chief of the General Staff — arrived in Paris to work on putting concrete military commitments on paper, which political leaders would later endorse.
A note sent to 35 invited delegations and seen by Reuters says the talks will focus on forming multinational forces for Ukraine in the event of a ceasefire, coordinated with Kyiv and backed by the United States. Allies will also discuss broader security guarantees, including commitments that would take effect automatically if Russia launches another attack on Ukraine.
NATO Secretary General Mark Rutte is expected to take part in the meeting.
