Norway will provide Ukraine with $7 billion in aid over 2026. In addition, the country will allocate $400 million to support Ukraine’s budget and restore energy infrastructure.
The announcements were made during a meeting between Ukrainian President Volodymyr Zelensky and Norwegian Foreign Minister Espen Barth Eide.
Zelensky highlighted the unprecedented level of support from Oslo, covering both military and humanitarian needs. He noted that the $7 billion package for the year will fund military projects and help maintain social stability in Ukraine.
Separately, Norway will provide $400 million (4 billion Norwegian kroner) to address urgent needs, including the repair and restoration of energy facilities. Half of these funds will support winter assistance, and the other half will go toward the state budget.
“I want to confirm that today we are announcing a new support package, with $400 million being delivered immediately, $200 million of which will go to urgent winter needs: gas procurement and energy repairs to ensure heating and electricity are operational,” Eide said at a joint press conference with Ukrainian Foreign Minister Dmytro Kuleba.
Kuleba thanked Norway for the new energy package, noting that it came at a critical moment. He emphasized that Norway was among the first to respond to Ukraine’s request for additional gas supplies.
