Ukraine and Finland are launching joint production of military equipment and weapons, including drones, maritime unmanned systems and ground robotic platforms, the Office of the President of Ukraine said.

The agreements were signed during a defense cooperation roundtable attended by Ukrainian President Volodymyr Zelenskyy and Finnish President Alexander Stubb.

The memorandums provide for:

  • developing and manufacturing drones in Finland for Ukraine and the wider European market;
  • expanding capabilities in maritime unmanned systems;
  • establishing a joint venture to produce ground robotic systems.

The two countries are also completing political work on the Drone Deal and expanding cooperation in cybersecurity and space.

Representatives of seven major Finnish companies — Patria, Nokia, Insta, Boomeranger, Nest AI, Sensofusion and ICEYE — traveled to Kyiv for the talks.

Leaders hail move from agreements to production

Zelenskyy said bilateral defense cooperation had moved from agreements on paper to actual production.

“We have not only agreements and papers — we have real instruments and already real results,” he said.

Stubb emphasized the mutual benefits of closer defense cooperation, both in the short and long term.

“Ukraine guarantees the security of the whole of Europe today, and Ukrainian capabilities to conduct modern warfare are the best in Europe. Cooperation between Ukraine and Finland will therefore strengthen both countries,” Stubb said.

The agreements come as Ukraine continues diplomatic efforts to end the war while maintaining its military operations against Russian forces.
