Ukraine has introduced sanctions against ten Russian mobile operators and internet service providers that, according to Ukrainian authorities, support communications for Russian occupying forces.
The decision was announced by the Office of the President of Ukraine after President Volodymyr Zelenskyy signed a decree enacting a National Security and Defense Council (NSDC) resolution.
According to officials, the sanctioned companies provide secure communication channels for Russian authorities, supply internet services in temporarily occupied territories, and broadcast Russian propaganda television channels.
Among the blacklisted entities are:
- “Luhansk Communications” and “Mobile Communications Systems,” which Ukraine says are used by Russia to spread propaganda
- Federal satellite communications operator “Amtel-Zv’yazok”
- “Kosmichnyi Zv’yazok” enterprise, which reportedly provides secure communication channels for military operations
Ukrainian officials stated that detailed information about these companies will be shared with international partners in order to align sanctions across other jurisdictions.
Sanctions advisor to the President Vladyslav Vlasiuk emphasized that any activity in occupied territories is considered illegal, making companies servicing Russian forces increasingly “toxic” for international business and at risk of being blocked outside Russia.
The sanctions are intended to restrict their operations beyond the Russian Federation and further tighten pressure on Moscow.
Ukraine’s broader sanctions policy continues to expand in coordination with European partners. The European Union is currently preparing its 21st sanctions package, targeting energy, finance, trade, cryptocurrency, and other sectors, alongside additional restrictions against Russian military personnel and defense-related entities.
