European and international leaders have strongly condemned Russia’s large-scale overnight attack on Kyiv, calling it an act of terror and a sign of strategic failure by Moscow.

European Commission President Ursula von der Leyen said the strike demonstrated “cruelty and contempt for human life,” stressing that “terror against civilians is not strength, it is desperation.” She reaffirmed continued EU support for strengthening Ukraine’s air defense systems.

EU foreign policy chief Kaja Kallas said Russia has reached a “dead end on the battlefield” and is resorting to deliberate terror against civilians in Ukrainian cities. She also described the use of the “Oreshnik” ballistic system as a dangerous act of intimidation on the edge of nuclear signaling.

French President Emmanuel Macron condemned the attacks, stating that they reflect escalation and the Kremlin’s inability to achieve its goals militarily. France reiterated its commitment to supporting Ukraine and strengthening European security.

Canadian Prime Minister Mark Carney also condemned the strikes, saying Russia continues to target civilian infrastructure including schools, hospitals, and energy systems. He stated that Russia is “losing the war” and called for an immediate end to the aggression.

According to Ukrainian Air Force data, Russia launched a massive combined attack involving drones and missiles across Ukraine, with Kyiv as the primary target. Officials reported widespread damage across all districts of the capital, including fires in residential areas and destruction of commercial infrastructure.

Ukraine’s air defense forces said they faced one of the largest aerial assaults since the start of the full-scale war, with hundreds of incoming drones and dozens of missiles intercepted, though multiple impacts were still recorded across the country.
