Zelensky explains what security guarantees Ukraine is discussing with partners

Ukraine is discussing security guarantees with its partners on land, at sea and in the air, but talks do not include any “nuclear umbrella” for the country. President Volodymyr Zelensky told reporters that neither the UK nor France is considering deploying a nuclear shield for Ukraine. Instead, negotiations focus on practical security commitments from Western allies and the United States across all domains.

According to Zelensky, a separate priority is strengthening Ukraine’s air defense system, boosting the capacity of the Armed Forces, securing additional funding for personnel and ensuring proper manning of brigades. Kyiv is also seeking licenses needed for joint production of military equipment with partners.

On 6 January, Ukraine, the United States and members of the “coalition of the willing” met in Paris, reaffirming unity in pursuit of lasting peace and agreeing on continued support for Kyiv. During the meeting, Ukraine, France and the United Kingdom signed a declaration establishing a joint coordination group, viewed as the first step toward deploying Western forces in Ukraine once the war ends.

Security documents will later be finalized at the leadership level, with the main priorities being long-term security guarantees and Ukraine’s post-war recovery. Broader consultations involving the United States will follow afterward.
