The United States on 17 June released the official text of a memorandum of understanding with Iran that was reportedly agreed upon over the weekend, according to CNN.
The document, titled the “Islamabad Memorandum of Understanding between the United States and the Islamic Republic of Iran,” outlines a framework for an immediate and permanent ceasefire, mutual non-aggression commitments, and negotiations toward a final agreement within 60 days.
Key provisions include:
- An immediate end to hostilities between the US, Iran, and their respective allies.
- Mutual respect for sovereignty and territorial integrity.
- Restoration of commercial shipping routes through the Persian Gulf and the Gulf of Oman.
- Gradual withdrawal of US forces from nearby areas following a final agreement.
- A proposed economic recovery and development plan for Iran worth at least $300 billion.
- A phased lifting of US and international sanctions against Iran.
- Iran’s commitment never to develop nuclear weapons.
- Preservation of the current status of Iran’s nuclear program until a final agreement is reached.
- US authorization for exports of Iranian oil and related services during the transition period.
- The gradual release of frozen Iranian assets.
The memorandum also states that any final agreement would be endorsed by a binding resolution of the United Nations Security Council.
According to the report, the parties are expected to formally sign the memorandum in Geneva on 19 June. US President Donald Trump has said that broader negotiations on Iran’s nuclear program would begin after the ceasefire takes effect, while warning that military strikes could resume if a final agreement is not reached.
