Over 90,000 people listed as missing in Ukraine, commissioner says

More than 90,000 people are currently considered missing in Ukraine as of February 23, 2026, and the majority of them are military personnel. This was reported by the Commissioner for Persons Missing Under Special Circumstances, Artur Dobroserdov, in response to a request from Ukrainska Pravda.

According to the official response, most of the missing are members of Ukraine’s security and defense sector, which includes the Armed Forces of Ukraine, the National Guard of Ukraine, the National Police of Ukraine, the State Border Guard Service of Ukraine, the Security Service of Ukraine, and Ukraine’s intelligence agencies.

The figure also includes civilians and children, the commissioner clarified. At the same time, he noted that since the start of the full-scale invasion, authorities have not publicly disclosed the number of missing military personnel. Dobroserdov explained that such information could be used by the enemy when planning military actions or conducting information operations.

“For this reason, it is not possible to provide more detailed data, as it is sensitive and could harm national security interests,” he said.
