Russia is reportedly considering strikes on Ukraine’s nuclear substation grid to force Kyiv into accepting surrender terms, potentially leaving civilians without power and heating, according to Ukraine’s Defense Intelligence (HUR).
The Kremlin aims to disable key energy infrastructure, including substations supporting nuclear power plants, as part of a broader campaign to pressure Ukraine and intimidate Europe. HUR notes that Russian reconnaissance has already identified 10 critical energy sites across nine regions.
Since autumn 2025, Russia has resumed attacks on Ukraine’s energy system, causing repeated blackouts in cities like Kyiv. In response, authorities eased curfew rules and restored some services, such as 24-hour taxi operations, to maintain essential mobility.
