Three-quarters of Ukrainians oppose the “Russian peace plan” without security guarantees, according to a survey

The majority of Ukrainians—75%—reject a peace plan that envisions the withdrawal of troops from Donbas, limits the size and capabilities of the Ukrainian army, and lacks concrete security guarantees for the country.

These findings come from a survey conducted by the Kyiv International Institute of Sociology. The results show no significant change compared to September, indicating that public opinion has remained steady.

According to the survey, the so-called “Russian peace plan” is considered completely unacceptable by three-quarters of respondents. Only 17% of those surveyed said they would accept such a settlement, a figure that has also remained unchanged since autumn.

By contrast, a joint Ukraine–Europe plan enjoys much higher support. About 72% of Ukrainians are willing to endorse it, though mostly without strong enthusiasm. Only 14% are firmly opposed. Notably, the share of respondents who would “easily agree” to the European–Ukrainian plan increased from 18% in September to 31% in December, suggesting growing public support for this scenario.
