President of Ukraine Volodymyr Zelensky said that Ukrainian intelligence services have obtained classified documents that, according to him, are delivered to Russian President Vladimir Putin, including internal assessments of his approval rating and public sentiment in Russia.
In a Telegram statement, Zelensky said that intelligence reports indicate growing dissatisfaction among the Russian population and that this trend is expected to continue ahead of Russia’s planned parliamentary elections in September.
According to him, internal Kremlin documents suggest that the level of public discontent is increasing and is not expected to stabilize in the coming months. He also claimed that Russian authorities are already preparing for a decline in support for the ruling party, which could require increased electoral manipulation.
Zelensky added that Ukrainian intelligence also records a rise in protest sentiment across Russian regions and said these developments may further worsen throughout the summer.
He stressed that continued international pressure on Russia over its war against Ukraine will intensify, and that internal dynamics in Russia indicate growing instability.
Zelensky also reiterated Ukraine’s position that it remains open to negotiations for a “dignified peace,” but said that current trends suggest Moscow is not готов to change its approach.
He added that over time, the situation could lead to negotiations with “someone else in Russia” if current leadership continues to reject diplomatic solutions.
