Russia has spent years trying to intimidate Ukrainians — and according to EU foreign policy chief Kaja Kallas, it has only managed to create real fear now.
Speaking at an informal meeting of EU foreign ministers, Kallas said the Kremlin’s threats to strike Kyiv are a sign that Russia is losing momentum on the battlefield. She stressed that the goal of Moscow’s attacks is to spread fear inside Ukrainian society.
“It didn’t work for four years, and I don’t think it will work now,” Kallas said.
She also claimed that, following recent Russian threats, all embassies remained in Kyiv except for the United States.
“All Europeans stayed, America left,” she added.
Ukraine’s Foreign Ministry later denied the statement, saying reports about the U.S. Embassy leaving Kyiv were false.
Earlier, Russian Foreign Minister Sergey Lavrov warned U.S. Secretary of State Marco Rubio about upcoming “systematic and consistent strikes” on Kyiv and reportedly urged the United States to evacuate its embassy from the Ukrainian capital.
Following those remarks, nearly 50 countries — including European states, Japan and South Korea — signed a joint statement at the UN condemning Russian threats against diplomatic missions in Ukraine. The United States was not among the signatories.
